አዲሱ ፕሬዚዳንት ዶክተር ያኺም ሄርዝ
ከተመሠረተ አሥራ አንደኛ አመቱን የያዘው መቀሌ ዩኒቨርሲቲ ባለፉት አመታት በከፍተኛ ፍጥነት ሰፊ የማስፋፋት ስራዎችን ሰርቷል፡፡በስድስት ኮሌጆችና በሁለት ኢኒስቲትዩቶች ስር ከ40 በላይ ዲፓርትመንቶች ተከፍተዋል፡፡ በርቀት፣ በመደበኛና በማታው ክፍለ ጊዜ በዓመት ከ23ሺህ በላይ ተማሪዎችን ሲያስተናግድ ቆይቷል፡፡
ኾኖም በሚቀጥሉት አምስት አመታት ከአገሪቱ የትራንስፎርሜሽን እቅድ ጋር ተያያዥነት የሌላቸው ፕሮግራሞችን በማጠፍና አዳዲስ ፕሮግራሞችን በመክፈት እንዲሁም በመምህራን ልማት ሰፊ ስራዎችን በመስራት መቀሌ ዩኒቨርሲቲን የአገሪቱ ሞዴል ዩኒቨርሲቲ ለማድረግ ታቅዷል፡፡ ለዚህም ነው ባልተለመደ መልኩ ከፍ ካለ የመወሰን ስልጣን ጋር አዲሱ ጀርመናዊ ፕሬዝዳንት የተሸሙት፡፡
ከዚህም ባሻገር አዲሱ ፕሬዝዳንት የጀርመን ዩኒቨርሲቲዎችን የአስተዳደርና አካዳሚክ ሞዴል በመከተል መቀሌ ዩኒቨርሲቲን በአምስት አመት ውስጥ በትምህርት፣ በምርምርና በማህበረሰብ አገልግሎት አለም አቀፍ ዩኒቨርሲቲ እንዲያደርጉት ሀላፊነት ተሰጥቷቸዋል፡፡ ጀርመናዊው ፕሬዝዳንት ይህንን ሀላፊነት ከመውሰዳቸው በፊት ሰኔና በጥቅምት ወራት ለቅድመ ጥናት በሚል ኢትዮጵያን መጎብኘታቸው ታውቋል፡፡
ፕሮፌሰር ዶክተር ሄርዝ በመጪዎቹ ጥቂት አመታት መቀሌ ዪኒቨርሲቲ ከአውሮፓ በተለይም ከጀርመን ዪኒቨርሲቲዎች ጋር ቅርብ የስራ ግንኙነት እንዲኖረው፣ የመምህራንና የተማሪዎች ልውውጥ ‹‹staff and student exchange program›› እንዲጀምር ያስችላሉ ተብሎ ይጠበቃል፡፡ ለዚህም ሲባል የእንግዳ መቀበያ ህንፃዎች ግንባታ በፍጥነት እንዲጀመር ይደረጋል፡፡
ፕሬዝዳንቱ ለመንግስት ባቀረቡት ምክረ ሀሳብ እንደገለፁት ቁጥራቸው ከፍ ያሉ የጀርመን ፕሮፌሰሮች ከአውሮፓ ወደ አገር ውስጥ በማስገባት በስፋት ‹‹ብሎክ ኮርስ›› እንዲሰጡ ይደረጋሉ፡፡ አስፈላጊነታቸው ያልታመኑባቸው የትምህርት ክፍሎች እንዲታጠፉ፣ መንግስት ግብ ያደረገውን የ70/30 ፕሮግራም ደግሞ ተፈጻሚ ማድረግም ሌላው ግባቸው ይሆናል፡፡
ዩኒቨርሲቲው ለተማሪዎችና ለመምህራን በአጭር ጊዜ ውስጥ በሶስቱም ካምፓሶች ገመድ አልባ፣ ፈጣንና የማያቋርጥ የ24 ሰዓት የኢንተርኔት ግንኙነት እንዲኖራቸው ያደርጋል ተብሏል፡፡ ተማሪዎች በየመኝታ ክፍሎቻቸውና በተማሪ ላውንጆች የኢንተርኔት ግንኙነትን በቀላሉ ያገኛሉ ተብሎም ይጠበቃል፡፡ “በቤተ መጻሕት ብቻ ተወስኖ የነበረው የኢንተርኔት ግንኙነት በግቢው ውስጥ በየትኛውም ቦታ እንደልብ እንዲገኝ ይደረጋል” ተብሏል፣ በአዲሱ ፕሬዚዳንት ዘመን፡፡
አዲሱ የአስተዳደር መዋቅር በጀርመናዊው ፕሬዝዳንት ስር ሦስት ምክትል ፕሬዝዳንቶች ይሾማሉ ተብሎም ይጠበቃል፡፡ የምርምርና የውጭ ግንኙነት፣ የአስተዳደር እንዲሁም የትምህርትና ማስተማር ምክትል ፕሬዝዳንቶች በቀጥታ ተጠሪነታቸው ለጀርመናዊው ፕሬዝዳንት ሲሆን የዩኒቨርሲቲው ፕሬዝዳንት ከዚህ በፊት ባልተለመደ መልኩ የበታች ውሳኔዎችን ያለገደብ የመሰረዝ፣ የዲኖች ካውንስል ውሳኔዎችን ድምፅን በድምፅ የመሻር እንዲሁም ለማንኛውም አፋጣኝ ጥያቄዎች የተለመዱ የአስተዳደር ሰንሰለቶችን አልፈው በቀጥታ ከመንግሥት አካላትና ከትምህርት ሚኒስትር ጋር ግንኙነት የማድረግ ልዩ ሥልጣን እንዲኖራቸው ተደርጓል፡፡ጀርመናዊው ፕሬዝዳንት ከዚህም ባሻገር ምንም አይነት አስተዳደራዊ ጣልቃ ገብነት ከመንግሥትም ሆነ ከክልሉ እንዳይደረግባቸው ስምምነት ተደርሷል፡፡
አዲሱ የመቀሌ ዩኒቨርሲቲ መዋቅር እንደሚያሳየው የአዲ- ሀቂ፣ የእንዳየሱስ እና የ አይደር ካምፓሶች በአምስት ስኩሎች ይከፈላሉ፡፡ የቀድሞው የኮሌጅና የፋከልቲ አሰራር እንዲቆም ተደርጎ በአምስት ትምህርት ቤቶች ይተካል፡፡ በህክምና፣ በእርሻ፣ በማኅበረሰብ ሳይንስ፣ በተፈጥሮ ሳይንስ ስር ዩኒቶች ይቋቋማሉ፡፡ በአዲስ መልክ የሚዋቀሩትን አምስቱን ስኩሎች የሚመሩ ከፍተኛ ተከፋይ የውጭ ዜጋ ዲኖች ይቀጠራሉ፡፡ ለእያንዳንዱ ስኩል ዲን በዓመት አንድ መቶ ሺ ዩሮ እንደሚከፈለው ይጠበቃል፡፡ ገንዘቡ የሚከፈለው ከኢትዮጵያ መንግሥት ይሁን ከጀርመን መንግሥት እርዳታ የታወቀ ነገር የለም፡፡ የውጭ ዜግነት ያላቸው የስኩል ዲኖች ቆይታ ሦስት ዓመት ብቻ ሲሆን ከዚያ በኋላ “ቀስ በቀስ በኢትዮጵያዊያን ዲኖች እንዲተኩ ይደረጋል” ተብሏል፡፡ ፕሬዚዳንቱ ራሳቸው ስንት እንደሚከፈላቸው ምንጮቻችን ማረጋገጥ አልቻሉም።

Thanks for the piece. Just to let you know that the first University to be presided by a German Professor has been Adama University (AU). President of AU Prof. Dr. Herbert Eichele has been working to successfully transform Adama University to a model international university. Under his leadership Adama University registered encouraging achievements towards becoming a well-established model university. The University provides services not found elsewhere in the other universities. Foreign professionals, mostly from Germany are involved in the process. They are working closely with their Ethiopian colleagues in the administration and academic structure of the University.
Currently, AU is already recognized as trademark in Ethiopia’s higher education system. I think this success could be the major reason for Mekele University’s decision to appoint the second German University President in the country. Now, AU has six schools: School of Engineering and Information Technologies, School of Business Administration, Management and Trade, School of Pedagogic and Vocational Teaccher Education, School of Humanities and Natural Sciences, School of Agriculture and School of Health.

It is just that Meles want to show his contempt for Ethiopian intellectuals. None of the Ethiopian intellectuals given him the respect Meles is craving for, for good reasons. He is getting mad about that. I only wish that AAU will not have a foreign president. That will be an insult to Ethiopians
Abe teshewudehal the issue is not about brilliance or intelligence, It is about practical world class experience in organizing educational institutions. And we don’t and can’t have that in our country. Bado gura yetim ayadersim ewnetin amno meqebel tiru yimeslegnal. Accepting westerners in these areas should not be taken as failure. It is wisdom to accept their qualification and it is sheer ignorance and arrogance to deny it.
We need these foreigners in this area. Our local experience will not be enough to handle such task. Building international standard educational institution doesn’t require intelligence, it requires organizational skill, technical knowledge and practical experience. And for now we don’t have enough people in our country in this area who are internationally competent.

I think that makes sense for any body on earth for this professor to fit to Mekele University.
If you were a genuine Ethiopian who deeply have a concern for astronomically failing quality of higher education, you would accept and welcome this professor as one the measures of quality improvement of higher education.
Mind you I said one of the measures but not the only measures..
I believe there are Ethiopian professionals that are experient & capable of leading the Universities better than the foreigners. The only problem that I have observed was even if they got the fully-fledge power like the foreigners they are afraid to use it & always expect dictation from the government. I have a chance to work with the Adama University president he so impressed me in his concerned about his staffs and students (that is what I expect from the President). He told me in black and white “ if your technology is not enhancing the quality life of the University, we do not need you!” he did not ask what is in it for me(personal)? . Because he is the president of the University he order the old telecommunication to get a high speed network in the University, they have a wi-fi access for all, the students are hired to tackle the problem of the University, professors and administrators are engaged in team work spirit. I would not mind if they get millions, if the output is good. For your information millions of dollars are expend in vain every year by our deans and presidents, and the government does not care about that. Viva Mekele we need more for the other 19 too. Why do I feel that if it was any university outside of Tigray that has had an experienced foreigner assigned as a president, it wouldn’t have been a ‘major news’ on Addisneger?? Many presidents, if not all, are not able to lead, they are corrupted, they dont love their country, they prefer to boast than working. Tell me which university president goes down and discuss problems with its workers, we know that may be the main place where dictatorship is existing in Ethiopia is in university administration. I pray for God the government to change all Ethiopian Presidents and make them led by foreigners. I don’t think the point here is whether the president is a foreign national or not but how is the decision made. my point is how is this ‘genius man’, the pm decided to have a foreign president for mekele university. Isn’t this university part and parcel of the failed educational system in the country.
I think the question should be why was it not a news when the same prime minister appointed a professor from the same country (Germany)to be a president of a University in the same country (Adama), even three years prior (in 2008)to this rather “surprising” appointment. As much as I condone EPRDF for taking ethnicity to the extreme, we should be careful not to smear a hate message inadvertently. Whether it is Adama or Mekele, at the end of the day, it is in Ethiopia. I think the focus should be on the merit of appointing these foreigners first in Adama and now in Mekele, while we could have used our intelligentsia at home or abroad…

Professor Helber Echile president of Adama University has already left the university for unknown reason before two month rumors say that the Prof has disagreement with the Ethiopian officials in the Adama university some say he left because he finished his contract just 3 years and others say it is result disagreement with the Ethiopians in the university.frankly as a student of Adama University he have made a remarkable change in the ICT of th University and he had faced a lot challenge to cop with our culture,he changed the faculty system to European universities curriculum style of School,s he do also introduced the specialization system in Engineering schools of the university, the president have also extended meeting time evry 2 or threee months with students.So i think Mekelle university also will face similar challenges and

Its good to hear that new president is coming to the University. The ex-president only made the University the second Civil Service College where the regimes Cadres are produced. Majority of students do not even who he is. He was the architect of the current student union selection procedure. You know this the fist hand information!!! The following is the procedure of assigning members of student union at MU.
THREE or FOUR students who are baptized by EPRDF politics are selected from each of EPRDF-member parties i.e from tplf,opdo, andm & sepm. These , around 12 students will make the so called ‘’yetemariwoch hibret’’. This is the major failure of the president. In addition the eprdf members “beterara tsehay:” campus wost yisebesebalu!!!
No student can demand his right …at least economic rights..like cafeteria/food, medical or academic problems. If he does so he will be entitled as “yememar mastemar hidetun lemerebesh” tenkesakese yibalale.
Students can not discuss on contentious academic issues like democracy, federalism, or free fair election. A civic student taking a course “ELECTION” can not criticize Ethiopian election laws. An economics student can not do his senior paper that do not support ADLI or GTP or any other government policy such as land policy.
PLEASE try to get information how deans are appointed …the criteria …most deans are appointed not only based on there membership to EPRDF but also they have to be tigrian …even from tigrean they have to be from Adwa if possible.by this is the situation of most universities in current Ethiopia. A university found in amhara or oromiya or south…the same problem exists. Deans are not appointed based on there merit rather on their ethnic line!!!
Finally I really love mekelle people!!! Especially for students they are so good!!! I really owe them. Their hospitality, honesty & love!!! I have many friends /better to call them relatives in mekelle.
I hope the new President will make a difference…at least he may not make opening speech to the party meeting at campus.
The new president at least has to support for the establishment independent student union. & appoint the right person the right place. Sorry for my broken English!!!
