“ድኅረ አፈና” ሥርዓት የመጨረሻ ደረጃው ላይ ሲደርስ ሊፈጥር የሚፈልገው ማኅበረሰብ ታዛዥ፣ ተመሳሳይ፣ በሚወጣለት ሥርዓት የሚኖር ነው። ከዚህ ውልፍት ሲል የማሺኑ ጥርሶች ይበሉታል። ይህ ማኅበረሰብ በውሸት ላይ የተገነባ እንደመሆኑ መናዱ አይቀርም፤ እስከዚያው ድረስ ግን ፈጣሪዎቹንና ካድሬዎቹን ጭምር ተገዢ የማድረግ አቅም ይኖረዋል። የዚህ አይነቱ ሥርዓት መጀመሪያ ርእዮተ ዓለማዊ ቀኖናዊነት ነው።
ኅብረተሰባችን ተፈጥሯዊና ባህላዊዊ ልዩነቶቹን በሚገባ እንዲያጎላ ይበረታታል፤ አንዳንድ ጊዜም ከሚያመሳስለው ይልቅ የሚለያየውን እንዲያጠና ይታገዛል። ዜጎች በመማር፣ በማወቅ፣ በመነጋገር የሚደርሱበትና የሚፈጥሩት የሐሳብ ልዩነት ግን እንኳን ሊበረታታና ተቋማዊ ሊሆን ዘሩ እንዳይገኝ ዘመቻ ተከፍቷል። በብሔር ማንነቱ፣ በቋንቋ እና በሃይማኖት ልዩነቱ እንዲኮራ የሚነገረው ያው ሰው ከመለስ የተለየ አስተሳሰብ በመያዙ ይወገዛል፣ ይሰደባል፣ ይታሰራል፣ ይሰደዳል፣ ባስ ሲል ደግሞ ሕይወቱን ያጣል። የተለየ ሐሳብ ማራመድ ወይም መናገር የሚያስፈራ፣ ጥቂት እጅግ ጀግና ሰዎች ብቻ የሚደፍሩት ጀብድ ተደርጎ የሚታይበትን ሥርአት አብዮታዊ ዴሞክራቶች “ዴሞክራሲ” ይሉታል።
ዛሬ ዛሬ መለስን እና ተማሪዎቻቸው ማንኛውንም ጉዳይ የርእዮተ ዓለም ልዩነትና ፍጥጫ እያስመሰሉ ማቅረብን እንደፋሽን ይዘውታል። ስለ ስኳር መጥፋት፣ ስለ ዘይት መወደድ፣ ስለ ሽብርተኝነት፣ ስለ ነጻነት፣ ስለ ፍትሕ፣ ስለ ምርጫ፣ ስለ ሙስና ሁሉ ሲነሳ መደበቂያቸው “ይህ የኒዎሊበራል አመለካከት ነው” የምትል አዝማች ማስቀደም ሆኗል። ይህ ደግሞ በወዶ ገብነትም ይሁን በምደባ በኢትርኔቱ ዓለም በተለያየ ስም በሚንከላወሱት “ቴክኖሎጂ/ኢንተርኔት ጠገብ” (Internet-savvy) ካድሬዎች የተወሰነ አይደለም። በቀበሌ ደረጃ ሳይቀር ምኑን ከምኑ የማይለዩት የበታች ተላላኪዎች ጭምር የሚያስተጋቡት የወቅቱ ዘፈን ነው። ታዲያ የቀድሞ የደርግ መሪ ካድሬዎች “እኛም እንዲህ አርጎን ነበር” እያሉ እየቀለዱባቸው እንደሚገኝ አንዱ ወዳጄ አጫውቶኛል። በዘመነ ደርግ የዓለም ኢምፔሪያሊስቶች፣ አሁን ደግሞ ኒዎሊበራሎች ተባብረው ሊበሉን እንደሞከሩ ስንት ዘመን ተቆጠረ?!
የመንግሥቱም፣ የሌኒንም፣ የሙባረክም፣ የጋዳፊም ምስሎች እንዲሁ ተይዘው ነበር
ርእዮተ ዓለም፣ ዓለምን ለመረዳትና ለመተንተን የሚጠቅም መሣሪያ እንደመሆኑ በእርግጥም ማንኛውንም ጉዳይ ከተለያየ አቅጣጫ የመመልከት እድል ይሰጣል። አንድን ጉዳይ የተለያየ ርእዮተ ዓለም ተከታዮች በተለያየ መንገድ ሊረዱት፣ የተለያየ መነሻና መፍትሔ እንዳለው ሊያምኑም ይችላሉ። በአምባገነን ሥርዓቶች ያለውና አሁን በዘመነ መለስ፣ ቀድሞ በዘመነ መንግሥቱ የምናየው ግን በተፈጥሮውም ሆነ በግቡ ከዚህ ለየት ያለ ነው። አስቀድሞ የተለያየ ርእዮተ ዓለም የሚከተሉ ሰዎች ይህን ልዩነታቸውን በነጻነት የሚገልጹበት፣ ሁሉንም በተመጣጣኝ መልኩ የሚያስተናግድ ሜዳ የለም። ስለዚህም ሕይወት በጉልበተኞች ርእዮተ ዓለም የታፈነችበትን እውነታ መቃወም ራሱ የተለየ ርዕዮተ ዓለም የማራመድ ቅንጦት ተደረጎ ሊታይ አይችልም።
ዛሬ በኢትዮጵያ የሚታየው ሁሉም ሰው አንድ ርእዮተ ዓለም እንዲተነፍስ፣ ለአንድ ርእዮተ ዓለም እንዲገብር የሚደረገውን አፈናና ጫና ተራ የርእዮተ ዓለሞች ልዩነትና ፉክክር አድርጎ መመለክት አንድም የደነደነ ግዴለሽነትን አለዚያም የሥርዓቱ ተጠቃሚነትን ከማረጋገጥ የዘለለ ትርጉም አይሰጥም። መለስ “የዋጋ ግሽበቱ አንዱ መነሻ እያተማችሁ የምትበትኑት ገንዘብ መጠን ነው” ሲባሉ ትችቱን የኒዎሊበራሎች አመለካከት ችግር እንደሆነ ሲከራከሩ ነበር። አሁን ደግሞ ድንገት ተገለጠላቸውና ችግሩን ወደማመን መጡ። አሁንም ርእዮተ ዓለም በትንተናና በምልከታ ውስጥ ያለውን ቁልፍ ሚና ሳላሳንስ፣ ከዚያ በመለስ፣ ርእዮተ ዓለማዊ ልዩነቶችን ማራገብ ሳያስፈልግ በማንኛውም ወገን ሊታዩ የሚችሉ ብዙ ነገሮች እንዳሉ የተረሳ ይመስላል። ምክንያቱ ግልጽ ነው፤ ርዕዮተ ዓለም የተፈለገው ሥልጣንን ለማራዘም፣ ደጋፊን ለመጥቀም እንጂ አገርን ለማገልገል ባለመሆኑ ነው።
ቫክላቭ ሐቭል በዝነኛ ጽሑፉ “The Power of the Powerless” ፣ የዛሬው የኢትዮጵያ አገዛዝ አቻ ተደርጎ ሊታይ የሚችለውን የቼኮዝላቫኪያ (የቀድሞዋ) ሥርዓት “ድኅረ አፈና” (post‐totalitarian) የሚል ስም ሰጥቶታል። በዚህ እጅግ ድንቅ ትንተናው ሥርዓቱ በከፍተኛ የእድገት ደረጃው ራሱን እንደሚያንቀሳቅስ ማሺን እንደሚሆንና አመራር ላይ የሚወጡትን ሰዎች ጭምር ዝንፍ ብለው ሲገኙ አንገዋሎ እንደሚተፋ ይተነትናል። ለተራው ዜጋ ደግሞ የተባለውን አለማድረግ “የማይታሰብ” መስሎ ይታያል። የአቶ መለስ አገዛዝ አሁን እዚያ ደረጃ በመድረስ ላይ ይገኛል። ሐቨል የዚህን ማሺን መሰል ነፍስ አልባ ሥርዓት ፍላጎት ከሰው ልጅ ተፈጥሯዊ መሻት ጋራ ሲያነጻጽር እንዲህ ይላል፤
“Between the aims of the post‐totalitarian system and the aims of life there is a yawning abyss: while life, in its essence, moves toward plurality, diversity, independent self‐constitution, and self organization, in short, toward the fulfillment of its own freedom, the post‐totalitarian system demands conformity, uniformity, and discipline.”

ዛሬ መለስ ሁሉንም ነገር የብርሃንና የጨለማ፣ የቅዱስና የርኩስ፣ የልማታዊና ጸረ ልማታዊ ወዘተ የማይታረቅ ግጭት በማስመሰል ለማቅረብ የሚያደርጉት ጥረትም የርእዮተ ዓለማዊ ቀኖናዊነታቸው የመጨረሻ መገለጫ አይመስለኝም። እነ አቶ መለስ አሁን እየገነቡ የሚገኙት ሥርዓት በመሠረቱ የቱንም ያህል በርእዮተ ዓለም ቅብ ቢሸፈን፣ የቱንም ያህል የየብሔሮቹን ልሒቆች ያካተተ ቢመስል መድረሻው የለየለት የድኅረ አፈና አስተዳደር ከመሆን የተለየ ሊሆን አይችልም፤ ለዚያውም “ደረሰ እኮ! የመቼህን” የሚለኝ ሰው ከሌለ ነው።
እነአቶ መለስ ልዩነትን የሚያደንቁትና ተቋማዊ ለማድረግ የሚሽቀዳደሙት ልዩነቶቹ በግለሰቦች ምርጫ ያልሆኑ፣ የተፈጥሮና የአካቢቢ ጫናዎች ሲሆኑ ነው። ለዚህም የብሔር ልዩነት ጥሩ ማሳያ ነው። የብሔር ልዩነት በተለይም እነመለስ በሚተረጉሙበት ጠባብ የደም ትስስር ትርጉሙ የግለሰቦች ምርጫ አይደለም፤ የተፈጥሮ አጋጣሚ እንጂ። ይህ ልዩነት በአንድ ብሔረሰብ ውስጥ መወለድና ማደግን ብቻ የሚጠይቅ ነው፤ በአብዛኛው ይህ ልዩነት ከሌላው ጋራ በተቃርኖ በሚተረጎምበት ማኅበረሰብ ያለብዙ ድካም የፖለቲከኞች ጥሩ መሣሪያ ወደ መሆን ይሸጋገራል። የብሔር ልዩነት መኖሩም ሆነ እውቅና ማግኘቱ ችግር አይደለም። ይህ ልዩነት ሰዎቹ እስከፈለጉ ድረስና ሌሎችን ማጥቂያ እስካልሆነም ተቋማዊ መሆኑን አልቃወምም። የብሔር ልዩነትን እንደዚህ የሚያከብሩት እነአቶ መለስ የገነበጉት ሥርዓት ግን የሐሳብ ልዩነትን ሊያከብር ቀርቶ መታገስ አይችልም።

If someone believes that his idea is better than what is held and implemented by the EPRDF, the best course to take is to convince people based on your alternative ideas. All I can tell from reading your article is how much you despise what is being done by EPRDF. Even though I don’t agree with your assessment, I will be very glad to learn what your alternatives are because opposing anything under the sun is the easiest thing to do in life. But coming up with a working alternative that can convince the majority of our people is a different matter.
Above all, what I would really be interested to know from you is your views on how above 82 different ethnic groups who live in one of the poorest country’s in the world can live in harmony and defeat poverty? I will be really glad to hear your alternative.

It’s easy. Just do the opposite of whatever Meles/TPLF/EPRDF is doing. There’s nothing good Meles is doing that’s good for Ethiopia. So, it should not be difficult to scrap all the damage that have been done by TPLF and rebuild Ethiopia from the ground up.
I really don’t know what to say to someone that says that ‘There’s nothing good’ done in Ethiopia, except that please learn from history. If education coverage that was only 32% is raised to 92%, or the number of rural clinics built is 32,000 starting from 0, or the number of universities raised from 2 to 33 from student acceptance capacity raised from 6,500 to 173,5390, or the length of all whether roads built is nearly 37,000 from 7,500 etc… Above all the plan for the future is something that is going to be even more transformational. And this is nearly universally recognised as the most spectacular change registered in Africa by all Ethiopia’s developmental partners. If all this is ‘nothing good’ maybe me and you are living in different planets.
By the way, I am genuinely interested in what you will do if you was in power? If it is that simple I mean. But for me it is like the good old saying by our forefathers, Keberoo Besewe Igee Yamer Siyezutee Gene Yadenageree!
@Meles, It is true that thousands of km of roads are built, universities mushroomed, clinics planted, primary education enrollment increased and towns and cities get sky high steel and glass buildings. You are right in saying that saying ‘There’s nothing good’ done in Ethiopia could be a mistake. Albeit, don’t you forgot to say also; poverty expanded, food insecurity grew at alarming rate, wealth distribution skewed even further, etc.
But the point here is not about numbers and percentages but about the soul of our nation. For free and creative society, all you mention as an attachments are achieved long ago. It is sad affair my friend!
Talk about the end not the means, how much people moved out of poverty? how many people escaped from perennial famine? Why Ethiopia become the second poorest country on the planet? Why unemployment is soaring and why thousands of Ethiopians are fleding their country, so desperately perishing in the deserts of Arab countries, suffering abuse and dehumanization?
As to the above construction, thanks to the historic large flow of foreign aid and the Millenium Development Goal project. If every Dollar flowing to the country has been put to the proper use the above statistics would have been twice as large. With the same resource, a good government might achieved much better. The country has lost a good opportunity in the past 20 years
What is your alternative? If you don’t believe in anything that I say, at least come up with a credible plan and convince our people that you can do better. Talking about what is bad isn’t the solution, it is working together or to the least learning from our past mistake and doing once best in coming up with a credible working plan that is better than existing plans to change the current reality.
Let’s be civilised and look at each other as brothers and sisters with the best intention of changing our country’s fate rather than enemy’s who work on destroying one another.

What is your evidence? Have you actually read the report? I have read it and all I have found out is the fact that Ethiopia’s exporters and importers have been up to no good. So the least you can do is to show me evidence before you come to premature and uninformed conclusion.

It is true that more needs to be done in improving urban unemployment. But given the very low base the country started from, what has been achieved in rural development is’t something that can be easily discounted.

The number of people who live below poverty line also reduced from 67% to 42% in the last 20 years. But I agree more needs to be done.
When it comes to people who seek support as a result of food insecurity, even though the proportion has decreased from 23% to about 10%, I also agree more needs to be done. One thing you have to remember is the fact that even China was dependent on foreign assistance until 2010 and India is still recipient of foreign assistance.
So my friend, it is always very simple to oppose as that will resolve once responsibility in once mind. But what have you done to help your people? What is your alternative and credible plan that is better than what exists today?
Above all, can we agree to disagree without hatred spreading between us as people of the same country with the same aim of helping change the prevailing and widespread poverty? In short can we be civilised in our dialogue and stop undermining each other?

As you are a rational person, can you please point me to where in the document it talks about government sponsored theft of public money? The main intended beneficiary of this document is actualy governments of the countries affected by the illicit flow of funds. Here I am not denying that some in government were not implicated in these type of crimes. Unfortunately we are none the wiser as to by whom or when this theft of tax payers money was conducted. So it is yours, my and every citizens’ responsibility to bring those responsible for this heinous crime to justice.

I personally don’t undermine anyone and I think it is necessary to stick to the topic here. Talk in percentages and pie charts my friend, I bother about absolute numbers. My professor say ‘percentages and pie charts are for politicians’. Hungry people will eat their leaders, it happened in the past and it will happen in the future. When EPRDF came to power, the level of poverty was so massive that defeating it was thought to be the impossible task by many. Now we can confidently say that light is at the end of the tunnel. Eternal thanks to those who gave their lives and paid the ultimate price so we and our children can be in a position to concentrate all our effort in fighting our number one enemy, poverty. I would dearly love for you to also participate in our effort and make poverty history but I also recognise that a reasoned, ideological and honest opposition is very crucial to fight poverty by coming up with credible plan of its own and bringing the current government into account. Sometimes I am wondering that the Cadres of EPDRF, our brothers, would like to tell us just the opposite of what is now in Ethiopia. Majority of the people are living in economic, political and ideological stress. So please show at least some sympathy for your suffering compatriots.

Meles will step down in 2014 and will let history make its own judgement in due time. Now is too early to make any sweeping conclusions as to his achievements or otherwise.

Outlook for change: In 2009, Zenawi indicated he was ready to step down, but his ego for power “convinced” him to stay on. Are you saying that TPLF/EPRDF is not corrupt? Do you really think so? Wow!! You must be deliberately trying to deny reality. Any one who lives in Ethiopia can clearly see how corrupt the system is. Even your beloved Prime Minister Meles talks about this all the time. Few months ago he told us (rather jokingly) that 10,000 tones of coffee (worth about 23 million dollars) suddenly “evaporated”. He said many hands including those of TPLF cronies were involved in the evaporation process. Everybody knew who stole the coffee. All eyes were on the first lady. You know what Meles said at last? He literally said we should move on since both of our hands are stained!!!!

ዛሬ መላው አለም በተለይም ታዳጊው አለም አሁን በምናየው እጅግ አስከፊ የሆነ ማህበራዊ ፖለቲካዊና ኢኮኖሚያዊ ምስቅልቅልና ችግር ውስጥ እየገባ ያለውና አበሳውን እየቆጠረ ያለው ይህ ለይምሰል አቶ መለስ ሊያወግዙት የሚፈልጉት ይህ ኒዎ-ሊበራል የኢኮኖሚ ፍልስፍና በረቀቀና በተቀነባበረ መነገድ ላለፉት 20 እና 30 ዓመታት በመላው አለም ያለተቀናቃኝ ተግባራዊ በመሆኑ ነው፡፡
ብዙዎቹ ተቃዋሚ የፖለቲካ ሀይሎችና ፓርቲዎች አቶ መለስንና አገዛዛቸውን ዲሞክራሲ ያላሰፈነ እና አምባገነን እያሉ በተለመደው መልኩ ከመርገምና ከመኮነን ውጪ ይህንን አጅግ ውስብስብና እከፊ የሆነ የአለማችን ወቅታዊ ችግር አትኩሮት ሰጥተው መነጋገርና መወያየት አይፈልጉም፡፡አቶ መለስ ደግሞ ይህንን ጠንቅቀው ስለሚያውቁ አስቀድመው ላለመቀደም ብለው የኒዎ-ሊበራል ተላላኪዎች እያሉ ተቃዋሚዎችን ማጥላላት ተያያዙት፡፡ልማታዊ መንግስትና አብዮታዊ ዲሞክራሲ ለይስሙላ ህዝብን ለማደናገሪያነት የተፈጠረች ማታለያ ዘዴ ናቸው፡፡በተግባር ግን ከበስተጀርባ በረቀቀና በተቀነባባረ መልኩ እየተፈፀመ ያለው የኒዎ-ሊበራል የኢኮኖሚ ፍልስፍና ነው፡፡ሰዎች ለሽፋንና ለማደናገር የሚያወሩትን ሳይሆን በተግባር የሚያደርጉትን በጥሞናና በማስተዋል ማየቱና መረዳቱ በተደጋጋሚ ላለመታለል እጅግ ጠቃሚ ነገር ነው፡፡
የአቶ መለስንና የወያኔን ከበስተጀርባ ያለውን ዋነኛና ትክክለኛ አይዲሎጂ ምን እንደሆነ ለመረዳት ከተፈለገ የሚከተለውን በጥሞና ማንበብ ይቻላል፡፡
