መለስ ብቻ፣ ከመለስ በኋላስ?

ወደ ኢትዮጵያ ስንመጣ ትኩረቱ ሁሉ በአቶ መለስ ዜናዊ “መሄድ” (ብዙ አይነት አካሄድ አለ) ላይ መሆኑ ትክክለኛ መነሻ ይመስላል። ይህን መነሻ ከሦስት ወገኖች አንጻር መገምገም ይቻላል። አንደኛዎቹ ወገኖች መለስ ከመሪነት ሲነሱ በዙሪያቸው የተሰበሰበው ጀሌ ይበተናል፤ ከዚያም አልፎ ህወሓት/ኢሕአዴግ ራሱ እንደጠንካራ ቡድን መቀጠል አይችልም ብለው የሚያስቡ ናቸው። ይህም ለአዲስ ዴሞክራሲያዊ ጅምር መነሻውን ያመቻቻል ብለው ያምናሉ፤ ተስፋም ያደርጋሉ። እነዚህ ወገኖች የመለስን “መሄድ” በራሱና ብቻውን ለእውነተኛ ለውጥ ጅማሬ እድል የሚሰጥ መነሻ አድርገው ስለሚያዩ የእርሳቸው “መሄድ” ቁልፍ ጉዳያቸው ነው። በዚህ ሐልዮት (thesis/theory) ውስጥ “የመለስ መሄድ” ማለት መባረር እንጂ “የሥልጣን ሽግግር” ድራማ አይደለም። ምናልባትም የመለስ “መሄድ” ሰውየውን የሚወክሉት አመለካከት ሽንፈት መደምደሚያ አድርገው ይመለከቱት ይሆናል።

የሥልጣን መዘውር ተጠቃሎ በአንድ ሰው እጅ በሚገባባቸው አገሮች ሁሉ የለውጥ እንቅስቃሴዎች በአንድ ሰው “መሄድ” ላይ ያነጣጠሩ ከመሆን አያመልጡም። በትክክልም እንዲህ አይነት መሪዎች እያሉ ተጨባጭ ይዘታዊ (substantive) ለውጥን ማምጣት የሚቻልበት እድል በጣም ጠባብ ነው። ስለዚህ የለውጡ መጀመሪያ እነዚህን ጠቅላይ አምባገነኖች (totalitarian dictators) ማስወገድ/ማውረድ መሆኑ የምርጫ ጉዳይ አለመሆኑ ይገባናል። ግብጻውያን ሙባረክ ከሥልጣናቸው ሳይባረሩ ተጨባጭ ለውጦችን እንዲያደርጉ ብዙ ዓመት ጠብቀዋል፣ ብዙ ጥረት አድርገዋል። ሊቢያውያን አሁን ከገቡበት ሁኔታ ውስጥ ራሳቸውን ያገኙት  በተመሳሳይ ምርጫ አልባ አጣብቂኝ ውስጥ ነው።

ይህን ይዘን ወደ ኢትዮጵያ ስንመጣ ትኩረቱ ሁሉ በአቶ መለስ ዜናዊ “መሄድ” (ብዙ አይነት አካሄድ አለ) ላይ መሆኑ ትክክለኛ መነሻ ይመስላል። ይህን መነሻ ከሦስት ወገኖች አንጻር መገምገም ይቻላል። አንደኛዎቹ ወገኖች መለስ ከመሪነት ሲነሱ በዙሪያቸው የተሰበሰበው ጀሌ ይበተናል፤ ከዚያም አልፎ ህወሓት/ኢሕአዴግ ራሱ እንደጠንካራ ቡድን መቀጠል አይችልም ብለው የሚያስቡ ናቸው። ይህም ለአዲስ ዴሞክራሲያዊ ጅምር መነሻውን ያመቻቻል ብለው ያምናሉ፤ ተስፋም ያደርጋሉ። እነዚህ ወገኖች የመለስን “መሄድ” በራሱና ብቻውን ለእውነተኛ ለውጥ ጅማሬ እድል የሚሰጥ መነሻ አድርገው ስለሚያዩ የእርሳቸው “መሄድ” ቁልፍ ጉዳያቸው ነው። በዚህ ሐልዮት (thesis/theory) ውስጥ “የመለስ መሄድ” ማለት መባረር እንጂ “የሥልጣን ሽግግር” ድራማ አይደለም። ምናልባትም የመለስ “መሄድ” ሰውየውን የሚወክሉት አመለካከት ሽንፈት መደምደሚያ አድርገው ይመለከቱት ይሆናል።

ይሄዳሉ?! እንዴት? መቼ?

ሁለተኛዎቹ ወገኖች የመለስን “መሄድ” የሚመለከቱት በራሳቸው በመለስ ጥላ ስር እና በህወሓት/ኢሕአዴግ ማእቀፍ ውስጥ ነው። በአብዛኛው ይህን ሐልዮት የሚጋሩት ሰዎች አንድም በተለያዩ ፖለቲካዊና ኢኮኖሚያዊ ምክንያቶች ኢትዮጵያን ከመለስና ከድርጅታቸው ውጭ ማሰብ የማይፈልጉ ወይም የማይችሉ ሰዎች ናቸው። በተቃራኒው ግን በኢትዮጵያ ፖለቲካ ውስጥ ባሉት ሌሎች ተዋንያን ቅር የተሰኙና ተስፋ የቆረጡ፣ ወይም “(የዴሞክራሲ ጥያቄዎችን ‘ማዘግየትን’ ጨምሮ) በማንኛውም ዋጋ መረጋጋት” የሚሉ ወገኖችም ይህንኑ ሐልዮት ይደግፋሉ። መለስ ሥልጣንን ለተተኪያቸው አስረክበው እንዲወርዱ (“እንዲሄዱ?”) የሚፈልጉትም የፖለቲካና የኢኮኖሚ ጥቅማቸው ከመለስ በኋላም እንዲቀጥል የሚገልጉት ወገኖች ብቻ አይደሉም።

አልፎ አልፎ እንደሚያጋጥመኝ፣ እንዲያውም መለስ ከሥልጣን ከወረዱ በኢሕአዴግ ውስጥ የሚገኙ “ለውጥ አራማጆች” (reformers) የመሰማት እድል ያገኛሉ፤ በዚህም ኢሕአዴግ እንደ አንድ ድርጅት ቀጠለም አልቀጠለም ለለውጥ ሒደቱ አጋዦችን ሊያፈራ ይችላል ብለው ተስፋ የሚያደርጉ አሉ። እነዚህ ሰዎች በመሠረታዊ ርእዮተ ዓለማዊም ይሁን በፖሊሲ ጉዳዮች ከኢሕአዴግ የተለዩ ሆነው የሚገኙበት አጋጣሚ ሞልቷል።

በዚህ ጽሑፍ የማነሳው ሦስተኛው ሐልዮት የመለስን ለብቻ “መሄድ” በቂ የለውጥ መጀመሪያ አድርጎ አይመለከትም። በመሠረታዊ ግምቱ ከመጀመሪያው ጋራ ተመሳሳይ ቢሆንም ከመለስ ጋራ የገነቡት ሥርአትም አብሮ “መሄድ” እንዳለበት ያምናል። በሙባረክ ከሥልጣን መውረድ እፎይታ አግኝተው፣ ወታደራዊውን ደርግ አምነው ወደቤታቸው በሄዱት እና “ደርጉን ማመን የለብንም፣ የሙባረክ ሥርአትም ሳይዘገይ ተጠራርጎ መሄድ አለበት” በማለት ላይ በሚገኙት ሁለት ወገኖች መካከል ያለው ልዩነት ጥሩ ማሳያ ይመስለኛል።

እነዚህ ሐልዮቶች የቅንጦት ጥያቄዎች አይደሉም፤ የተግባራዊ ፖለቲካ የማያፈናፍኑ ፈተናዎች ናቸው። መለስ ሥልጣን የሚለቁበት ሁኔታ ወሳኝ ድራሻ ቢኖረውም፣ የግለሰቦችን እና የቡድኖችን አሰላለፍ የሚወስኑ እነዚህን መሰል ሐልቶቶች ናቸው። ይልቁንም አብዛኛው ሕዝብ የትኛውን ይመርጣል (የሚያስከፍለውን ዋጋ ጨምሮ) የሚለው የመጨረሻውን አሰላለፍ መወሰኑ አይቀርም። ግለሰቦችና ቡድኖች አስገዳጅ ሁኔታ ውስጥ የሚገቡበት ሁኔታ እስኪፈጠር የሚጫወቱት ሚና የሚወሰነው እነዚህንና መሰል ሐልዮቶችን በተመለከት በሚወስዱት አማራጭ ነው።

ከሞላ ጎደል ብዙዎቹ ኢትዮጵያውያን መለስ ከሥልጣን እንዲወርዱ ይፈልጋሉ። ይህንን ራሳቸው መለስ እና ደጋፊዎቻቸውም ያውቁታል። አሁን ቃል የገቡት “የሥልጣን እለቃለሁ” መሃላ ተግባራዊ መገለጫ ምን እንደሚሆን ሲደርስ የምናየው ነው፤ ከደረሰ። ከዚያ በፊት የሚሆነውም አይታወቅም። ያም ሆነ ይህ ግን፣ አቶ መለስ እና በልቶ አዳሪ ፖለቲከኞቻቸው የፈጠሩት የጭቆና፣ የአፈና እና የኢኮኖሚ ብዝበዛ ስልት ተጠራርጎ ካልሄደ የመለስ “መሄድ” ብቻውን ትርጉም አልባ ጨዋታ ይሆናል። አሁን በያዙት ሥልጣን ሕዝብ የሚበድሉ፣ ከሕግ ውጪ ሀብት የሚያጋብሱ ፖለቲከኞች መለስ ስለሄዱ ብቻ ነጻ እንደማይወጡ፤ በዚህ ሥርአት የወጡ አፋኝ ሕጎች እንደሚሻሩ፤ ለተመሳሳይ ሕገ ወጥ አላማ የዋሉ ተቋማትም እንደሚስተካከሉ አለዚያም ከመሰረታቸው እንደሚቀየሩ ከወዲሁ የጋራ መግባባት መፍጠር አስፈላጊ ነው። “መለስ” ከሄዱ ሕጋዊ ጥቅሞቻችን አደጋ ላይ ይወድቃሉ የሚል ስጋት ላላቸው ወገኖች ቢያንስ ሐልዮታዊ መተማመኛ መስጠትም ይቻላል። “ከመለስ በኋላስ?” ለሚለው የማናመልጠው ጥያቄ በሂደት መልሱ የሚገኘው ከዚህ መሰሉ ‘መግባባት’ ብቻ ነው። ይህን መሰሉ ግልጽ አቅጣጫ የሕዝባዊ  ግፊት አንቀሳቃሽ ሞተር ነው።

      Thank you for the comment. I don’t assume that I am “a political thinker” let alone “Ethiopian fiercest political independent thinker.” I am only an independent journalist.
      However, I don’t share this shaky interpretation of “independence” you mentioned. It is common to play this false notion of independence to criticize and discredit critics. We used to hear same deceptive argument against newspapers and even scholars critical to Meles. “Independence” is not an exclusive function of taking no position or not making some kind of conclusion.
      “ከሞላ ጎደል ብዙዎቹ ኢትዮጵያውያን መለስ ከሥልጣን እንዲወርዱ ይፈልጋሉ። ይህንን ራሳቸው መለስ እና ደጋፊዎቻቸውም ያውቁታል።” is not a stereotype but a public knowledge. As you know well, it is not a difficult task to enquire about this very subject scientifically. I could have a public opinion poll or even a survey to find out the truth. “Do you want Meles leave office?” What a question!
      Indeed, you are right to ask for empirical evidences and “reliable sources” that can be challenged. May I ask ‘your’ government to leave independent voices, independent research institutes and researchers alone?

I am very glad if this guy left the country for whatever reason. but my question is who is gonna lead this country even for a day? the army, which is loyal for only eprdf? the opposion parties, who cannot even work together among themselves for a common goal? or the eprdf leftovers, who dont have even their owen idea? somebody tell me who is ready to stablize the country and prepare the land for fair and balanced poletical transition?     One unfortunate reality of Ethiopia’s long history is that it ha never managed to conduct free and fair elections to select its leaders. As such, our responses to Mesfin’s statement on average most Ethiopians prefer for Meles to go could at best be speculative. What is rather most important is that Meles has so far utterly failed to go through that litmus test if he actually musters majority support. The onus is on him and his party to ensure that credible elections (both pre and post ballot excercises) are conducted to assume political power. Any educated guess on this topic is certain to cast doubt on the legitimacy of Meles’s rule. In this respect, I believe Mesfin is closer to the truth.

      First, the Ethiopian people have never voted for a prime minister. Second, the only election that was close to a democratic election was the 2005 election. There has not been election before or after 2005 (if you realy want to argue about election). You see we speak different language.

      As I saw your postings lately, you are much like the ‘Aiga Forum’ herd. If you don’t know the site try it. You will be the happiest person if you join that club.

But your assessment couldn’t be further from the truth. How any level-headed person can cite a 99.63 % election result as an evidence for legitimacy, we will never know. I would have rather liked you to address Michael’s comment above. You asked Mesfin not to judge without evidence but you were happy to swagger your tail when the evidence is even more murkier.
    As Michael described above, a person who refused to through a proper litmus test of legitimacy time and again is probably a suspect for illegitimacy. what do you have to say about that? Surely you cannot say that he has gone through the test.

More than the strength of eprdf or the eakness of the opposition, it was the choice of the population that decided the outcome.
